I can't see Bama paying for that. Some other coach that's trying to make a name yes, but Bama wins actual championships. There is not much incentive for them to pay money to pad their recruiting stats.

Back in the day there was a site called "Tulsa Sooner." It had a ranking system that combined measurables (40 time, bench, etc) and who offered. It did a pretty good job of mirroring the recruiting services.

That's almost how the services have to do it. If they had people that were really that good at evaluating talent, they'd get snapped up by some team to help evaluate talent for them.
